Frances Juanita Kepley, 86, of Windsor passed away Saturday (May 15, 2010) at her daughter’s home in Windsor.

Funeral services will be held at 10:30 a.m. Wednesday in the Lovins-Lockart Funeral Home, Windsor with Rev. Richard Eident officiating. Visitation will be from 6:00 to 8:00 p.m. Tuesday. Burial will be in Zoar Cemetery, Coles County. Memorials may be made to the Lincolnland Hospice or Windsor Christian Church.

She was born July 30, 1923 in Sullivan the daughter of William and Ada (Elder) Hartman. She married Raymond West and later Randall Kepley and both preceded her in death.

She was a member of the Windsor Christian Church, Rebekah Lodge and formerly Women of the Moose. She operated several restaurants in the Mattoon area. She loved to bowl and play bingo.

Surviving are children, Judy Smith, Linda Fox and Bill West all of Windsor; several grandchildren, great-grandchildren and great-great-grandchildren.

She was preceded in death by her parents, husbands, 5 brothers and 2 sisters.
